I found a great deal on Stride Rite Shoes on amazon this week ($10-$15 a pair). I've been gearing up for summer for my two kids (a toddler and infant) and thought I'd better hit the shoes while I can find them!
I usually buy on eBay BUT, I did a quick search and found NEW ones for comparable pricing.
Check this link and adjust the filtering settings according to your budget. These are 70% or better and only infant/toddler styles. You can get free shipping if you spend $25+ on eligible items (noted with "eligible for FREE Super Saver shipping") and are not in a hurry to get them!
